Preliminary study for investing in water supply systems in rural areas of Albania

In the first phase of this study, igr mapped, with the assistance of GIS maps, the current situation regarding drinking water supply in the rural areas. On the basis of this information, it was determined in the second study phase what additional investments and actions were required to guarantee a universal water supply. As the necessary investments exceeded the available resources, the required measures were ranked in order of priority in the last phase of the study.

The study was commissioned and funded by the Keditanstalt für Wiederaufbau (KfW).

Kreditlinie zur Finanzierung von Wasserversorgungs- und Abwasserprojekten in der Republik Kroatien, Phase I, II und III - Beratungsleistungen für die Überwachung der Investitionen im Programm

Im Dezember 2003 wurde von HBOR und der Kreditanstalt für Wiederaufbau (KfW) eine Kreditlinie zur Finanzierung von Infrastrukturprojekten (Phase I) mit einem Investitionsvolumen von bis zu € 37,5 Mio. eingerichtet.

Ziel dieser Finanzierungslinie ist die langfristige Finanzierung der Sanierung und des Ausbaus der kommunalen Wasserversorgung und Abwasserentsorgung in der Republik Kroatien. Die Finanzierungsleistung ist deshalb dazu ausgelegt, zur Verbesserung der kommunalen Infrastruktur und zum Schutz der natürlichen Ressourcen in Kroatien beizutragen. Außerdem sollen die Einzelprojekte die Anhebung des sozioökonomischen Lebensstandards der Bevölkerung und die nachhaltigere Nutzung von Kroatiens touristischem und ökonomischem Potenzial unterstützen.

Mittlerweile wurde die igr mit zwei weiteren Phasen der Kreditlinie (Phase II und III) beauftragt.

Leistungen der igr:

  • Überwachung der Ausführung der Einzelprojekte während der Bauphase und Berichte an HBOR und KfW über den jeweiligen Forstschritt, Kosten, Qualitätsstandards
  • Unterstützung von HBOR und KfW durch eine unabhängige technische Beurteilung der Projektausführung und Stellungnahme zu der Arbeit der für die Ausführung der Einzelprojekte beauftragten Berater
  • Überwachung des Fortschritts der Bauarbeiten der jeweiligen Einzelprojekte (Vertragszeit- und -kostenplan) und Prognosen zum Fertigstellungszeitpunkt des Projekts
  • Überwachung und Überprüfung der Qualität der Bau- und Installationsarbeiten gemäß den definierten Standards und den Qualitätssicherungsmaßnahmen in Übereinstimmung mit kroatischen Vorschriften
  • Überarbeitung und Überwachung der Projektziele und -indikatoren
  • Überwachung der jeweiligen Zahlungen (Höhe und Termin) und Kontrolle der Gesamthöhe der für jedes einzelne Projekt verfügbaren Gelder, die Höhe der den Verträgen zugeordneten Geldmittel sowie der bereits ausgezahlten Summen
  • Prüfung der Ausgabenprognosen, welche von den Unterkreditnehmern für jedes der Einzelprojekte abzugeben sind
  • Berichterstattung über erhebliche Abweichungen von der genehmigten Planung
  • Bericht an HBOR und KfW über beträchtliche Probleme technischer und nicht technischer Art während der Projektrealisierung und Unterbreitung von Vorschlägen für die Bewältigung und Lösung von Problemen

Project Loan Funding Facility for water supply and waste water projects in the Republic of Croatia, Phase I - III

For the financing of infrastructure projects in Croatia, a credit facility was established by the Croatian Bank for Development and Reconstruction (HBOR) and the Kreditanstalt für Wiederaufbau (KfW).

The goal of this financial support is the long-term financing of the repair and extension of public water supply and wastewater disposal in the Republic of Croatia. The financial service is hence designed to improve the municipal infrastructure, whilst contributing to the protection of Croatia’s natural resorces. The total volume of the investment was € 70 M.

Water supply and sewerage masterplan for Albania

Albania is rich in water resources, which are excellently suited to securing drinking water. However, water supply and wastewater disposal systems are inadequate in many parts of the country. Supply failures are mainly the result of the poor condition of the infrastructure and the sometimes low connection rates to the public supply network, as well as the inefficient operation and incorrect maintenance of plants.

The goal of the master plan is to bring water supply and wastewater disposal in Albania up to EU standards, and to support the Albanian government with investment planning. The project was funded by Kreditanstalt für Wiederaufbau (KfW) and supported by the international donor community.

In a number of project phases the legal, institutional and political background conditions for the water sector, as well as the current socio-economic situation were analysed; an extensive data survey of all water supply companies carried out; and overarching designs for water supply and wastewater disposal and treatment in urban and rural areas developed, as well as necessary investments determined. With the involvement of the Albanian ministries and institutions, as well as the international donor community, a prioritisation strategy was developed, whose criteria determined the order of investment, which was summarised in short-, medium- and long-term investment plans.

The master plan was developed with GIS and handed over to the Albanian government as a GIS-based planning instrument.

Organisation of Municipal Climate Protection initiatives in Croatia

The project ‘Organisation of municipal climate protection initiatives in Croatia’, funded by the German Federal Ministry for the Environment (BMU), and implemented through the German Society for International Cooperation (GIZ), had the goal to set up and begin implementation of the climate protection programmes of selected Croatian cities and municipalities. The initiatives were embedded in, and coordinated by multi-level networks, so that the participants had the opportunity to learn from each other and from external specialists.
